  Why can't the water bureau send me a recognizable email or postcard letting me know my autopay expired rather than mailing a disconnect notice? I see they did send a notification email, but the title of the email was generic like all of their other emails and so was not at all helpful in letting me know that something was up. Why can't they change the title of their normal email or send a friendly notice in the mail that autopay stopped working - rather than a very unfriendly late fee and disconnect notice? There seems to be no ability to step into the customer's shoes and run the bureau to make it easy for customers, not give them unpleasant surprises, and keep them happy.
